TIPS:
When I draw hair, I usally just draw the hair with a light outline first,
then I create a new layer and
then I go over with a thick,round brush,usually the 30 hard round brush
in Photoshop. When I have the basic colour I want I begin
to draw each strand of the hair with this brush-
with the Flat Bunt short stiff brush for the hair tips.
Then I go over and add the darker parts of the hair with
a soft round brush. Then I add the higlights with a stiff brush again-
and then I might go over the darker parts of the hair etc. until
I'm satisfied.
It is also wise to have the darker parts and the highligts on different
layers, and give them a name so you don't get confused.
You can also play with giving the hair by going to
Picture_Ajustments-Glow-Well basically just play around with that
and Colour balance.
There is free hair brushes on the internet, but be aware that many of
them claims that you credit the artist back and that you may use it
only for personal use.
Here is one I found at Deviantart where the artist says that you don't
need to credit the artist and that you can use it wherever you please.

You can also just use the regular brushes in Photoshop and
play with Shape Dynamics to get the shape ant texture that you want.
Go to the little paint tool box to get to this.
